What UAE law, travel rules, and everyday practice actually say.

Yes, adults aged 18 and over can use vapes in Dubai, however, this comes with some limitations. Since 2019, regulated e-cigarettes have been legal to sell in the UAE under the national standard UAE.S 5030:2018. Their use follows the same restrictions as smoking: you cannot use them in enclosed public places, or on public transport.

Below, we answer three important questions about vaping in Dubai.

Can you vape in Dubai? Three questions to consider

The question “Can you vape in Dubai?” whether it’s phrased as “is vaping legal in Dubai?” or “can I bring a vape to Dubai?” is really three distinct questions that are often – mistakenly – categorized together. However, confusing them is where most contradictory advice online comes from. The product, the trip, and the location all follow a different section of UAE law.

Here’s how this guide separates them:

1. Is vaping legal in the UAE?

2. Can you travel with a vape?

3. Where can you vape in Dubai?

Question 1: What UAE law says about e-cigarettes

The first question to ask is about the product itself. The UAE regulates e-cigarettes and e-liquids under UAE.S 5030:2018, a national standard titled Electronic Nicotine Products (Equivalents of Traditional Tobacco Products).

According to the Ministry of Industry and Advanced Technology (MoIAT, formerly ESMA), this standard allowed the regulated sale of e-cigarettes and e-liquids, and came into force in April 2019, replacing an unregulated gray area with defined rules for devices, packaging, bilingual Arabic and English warning labels, and product registration before sale. Any product sold legally in the UAE is registered under this standard before it reaches a shelf.

Age is where the law draws its clearest line. Federal Law No. 15 of 2009 on Tobacco Control, Article 5(2) prohibits the sale of tobacco and equivalent nicotine products to anyone under 18. The same standard also applies to heated tobacco devices and the tobacco sticks used with them.

Question 2: Traveling to Dubai with a vape or a heated tobacco device

Question two splits into two sub-categories: arriving with tobacco products and carrying a device on board.

Arriving passengers aged 18 and over get a duty-free personal allowance of 400 cigarettes, or 50 cigars, or 500 grams of tobacco, as per the Permitted Customs-Exempted Items guide, while tobacco products aren't permitted for passengers under 18. Dubai customs publishes no specific allowance for vapes or e-liquids, so carry personal quantities only.

The device itself must adhere to both airline and customs rules. Battery-powered e-cigarettes and personal vaporizers travel with you in cabin baggage only - never in checked baggage. They cannot be used or charged on board, and must be protected from accidental activation. This is in accordance with the ICAO rule applied by UAE carriers, including Emirates, Etihad, and flydubai.

Bottled e-liquids carried in a cabin bag follow the same airport security rules for liquids carried in cabin bags, so pack them accordingly before reaching the airport. Also, keep your device switched off throughout security, boarding, and landing until you reach a place where use is permitted. Dubai International Airport has its own designated areas for device use.

Heated tobacco: what changes for a vape user in Dubai, and what doesn’t

A vape isn't the only device you will come across in the UAE; heated tobacco is sold and used here too under the same regulatory system, as there are a number of similarities between the two. Discover more about heated tobacco vs. e-liquids, and heated tobacco vs. vaping.

What each device heats

An e-cigarette heats an e-liquid (a mix of nicotine, flavorings, and other ingredients) into an aerosol that's inhaled. Meanwhile, a heated tobacco device heats a stick made of processed tobacco leaf - without burning it. Both contain nicotine, and both rely on a heating element rather than a flame.

Same standard, different legal category

UAE.S 5030:2018 covers both e-cigarettes and heated tobacco products under the same national standard, which is why both follow similar registration, packaging, and labeling rules.

Heated tobacco sticks also contain tobacco leaf, so they meet the definition of a tobacco product under Federal Law No. 15 of 2009, the same law behind the smoking restrictions covered earlier in this guide. Remember: a different device design doesn't equate to a lighter set of rules.

In practice: the same places, the same flight rules

Heated tobacco follows the same use restrictions as vaping, the same cabin-only rule for the lithium battery, and the same requirement to stay switched off for the whole flight. One practical difference worth noting, however, is that a tobacco stick isn't a liquid, therefore the cabin security liquids rule concerns e-liquid bottles, and has no bearing on heated tobacco sticks.

Your situation: visitor, transit passenger, new resident

While the facts above apply everywhere, it’s important to bear in mind your specific situation when determining vape usage.

Visiting Dubai with a vape

Pack your device and its consumables in a cabin bag, switched off until landing. Once in Dubai, it can be used wherever smoking is permitted (venue signage is the fastest way to check). It’s also worth checking the specific policy of your hotel or any venue on your itinerary.

Connecting through Dubai

If in transit, your device can only be used in the airport’s designated smoking areas. Just ensure you confirm your connection time against the distance to the nearest designated area.

Moving to Dubai

Day-to-day usage follows the same restrictions as a short visit: not in enclosed public places and not on public transport. Check your building's or employer's own policy too, since these can differ, and it can run stricter than the law alone.

Traveling with a heated tobacco device

A heated tobacco device follows the same flight rules and the same places of use as a vape, covered in full in the heated tobacco section above. Keep the device and its sticks in your hand luggage throughout your journey.

From packing to your hotel: step by step

At home, check which of the three questions above apply to your plans before packing anything. At check-in, keep the device and its consumables in your cabin bag, never in your checked luggage. At security, bottled e-liquid follows the same liquids rule as any other liquid in your bag. On board, the device stays off for the entire flight, with no use and no charging at any point. On landing, it stays off until you reach a place where use is permitted, whether that's a designated airport area or a suitable spot once you're in the city. From there, venue rules and posted signage decide the rest.

Before you fly: checklist

1. Check whether your device and consumables are legal in the UAE under UAE.S 5030:2018.

2. Pack the device and e-liquid or sticks in your cabin bag.

3. Keep e-liquid bottles within the cabin liquids limit at security.

4. Follow the switched-off rule for the entire flight, with no charging on board.

5. Follow venue signage once you land, since rules can run stricter than the law alone.

6. Ask the airline or the venue before carrying or using a device if in doubt.

Vaping in Dubai: Closing thoughts

There are three key factors to consider when addressing the rules around vaping in Dubai: UAE law around vaping, whether you can travel with it, and where vaping rules apply. Heated tobacco addresses those same three factors in much the same way as vaping, since both fall under the same national standard, and the same tobacco law.

Frequently Asked Questions

Yes, adults aged 18 and over can use a vape in Dubai, within the same restrictions that apply to smoking. Regulated e-cigarettes have been legal to sell in the UAE since 2019 under UAE.S 5030:2018, and use is barred in enclosed public places and on public transport.

Yes, a personal-use vape can travel to Dubai in cabin baggage only, and must be switched off throughout security, boarding, and landing. Dubai Customs publishes no specific quantity allowance for vapes or e-liquid, so personal quantities are the standard to follow.

It depends on which "public" is meant. Vaping follows the same restriction as smoking: not permitted in enclosed public places or on public transport, but allowed in outdoor or designated areas where smoking itself is permitted. Venue policy can add further limits beyond the law, so signage is the fastest check.

Yes, the same federal rules that apply in Dubai apply in Abu Dhabi and across the rest of the UAE, since Federal Law No. 15 of 2009 and UAE.S 5030:2018 are both national rather than emirate-specific. Local enforcement and venue policy can still vary, so posted signage remains the most direct check in any emirate.

Largely, yes. Heated tobacco is covered by the same national standard as vaping, UAE.S 5030:2018, and heated tobacco sticks also meet the definition of a tobacco product under Federal Law No. 15 of 2009. In practice, that means the same places of use and the same flight rules apply, detailed in the heated tobacco section above.

Only in the airport's own designated areas, not throughout the terminal generally. The rule mirrors the one that applies citywide: enclosed public spaces are off-limits, and designated areas are where a device can be used. Our Dubai Airport smoking guide sets out where those areas are located.
